Andhra Pradesh leads in the list of states and union territories with business index ease having gained a nice score of 98.42 per cent, while Telangana (98.33 percent) comes number two . Close on heels is Haryana (98.07 per cent) at third position , with fourth and fifth positions occupied by Jharkhand (97.99 per cent) and Gujarat (97.96 per cent) as per the government released rankings. Other states in top 10 are Chhattisgarh, Karnataka, Rajasthan and Madhya Pradesh.

On the contrary, capital Delhi (31.60 percent) has stopped 4 positions from 19th rank in 2016, to 23 this year. The last ranked, at 36th position, was Meghalaya. The Department for Industrial Policy & Promotion (DIPP), coming under the commerce and industry ministry has made these rankings, in an attempt to improve investments on states and business in the states by creating a competitive environment between them, and this is done under 2017's Business Reform Action Plan (BRAP).
Some of the parameters considered are permits for construction, environment registering, regulation of labor, information accessibility, availability and approvals for land in an integrated single window system. This final assessment is a cumulative score combining reform evidence score calculated with the state/union territories uploaded evidence and the score given by business service users, called feedback score.
